JOB SUMMARY
The purpose of this position is to ensure that the company’s Health and Safety systems, policies, procedures, guidelines, and checklists are effectively implemented on all sites. Also, ensure the site comply with all relevant Health and Safety legislation and the applicable contract specific Health and Safety Control Plans.
KEY RESPONSIBILITIES
  • Notify the Department of Labour, in writing, of all new contracts.
  • Compile contract specific Health and Safety Plans, Fall Protection Plans, Baseline Risk Assessments, Site Aspects and Impacts register, Environmental Method Statements and update where required.
  • Communicate the requirements of the above documentation to the site team.
  • Assist with setting up the site safety and environmental files and implementation of the above documentation.
  • When required, assist with compiling activity-based risk assessments and method statements.
  • When required, assist with the auditing of subcontractor’s site safety files.
  • Where required, liaise with subcontractors to ensure their compliance with legal, Health and Safety system requirements.
  • Ensure that any non-compliance identified during external safety, health audits conducted on site by the client’s agents are suitably addressed.
  • Ensure that any non-compliance identified by the Department of Labour is addressed immediately and all supporting documentation submitted and signed off.
  • Ensure that near misses and medical injuries occurring on site are correctly recorded and investigated.
  • Ongoing training of the site Safety representatives where required.
  • Conduct ongoing training on the system requirements with site based employees.
  • Conduct, record and report on monthly site audits on the safety system in accordance with the internal audit schedule.
  • Identify areas for improvement and recommendations to achieve them.
  • Provide monthly statistics regarding site man hours and DIFR, injuries on duty, waste control, water, electricity, non-conformances and customer complaints etc.
  • Identify areas for improvement of the safety system.
  • To execute any other tasks and activities as required from time to time by the Health and Safety Manager, Project Manager or responsible Director.
  • Health and Safety compliance

  • Ensure compliance of site and client requirements by all persons carrying out construction activities at all times.
  • Ensure that all appointments are documented and the responsibilities applicable to the appointee are explained
  • Maintain and update Health and Safety file
  • Ensure mandatory agreements are entered between the principal contractor and contractors prior to work being permitted on site
  • Ensure each contractor is in possession of a valid letter of good standing from the Compensation Commissioner or the relevant body.
  • Ensure no contractor is permitted to work on site without being in possession of an approved safety file
  • Conduct compliance audits on the company’s and contractor’s Health and Safety files on a monthly basis and report any deviations to management
  • Conduct safety audits on site and report any deviations to management
  • Inform contractors in writing of any deviations observed which are applicable to them immediately, follow up and verify activities taken
  • Ensure that all employees are medically fit to work at elevated heights by being in possession of a medical certificate from an Occupational Health Practitioner
  • Ensure a site emergency evacuation plan is developed and documented and ensure all supervisors and contractors are informed of the planned requirements
  • Ensure all operators of lifting machinery, construction vehicles and mobile plant are appointed, in possession of a valid medical certificate and training certificate prior to allowing them to work on site.
  • Conduct regular construction facilities inspections, with any deviations being documented and reported back to management
  • Ensure all registers and checklists including contractors, are updated on a weekly and monthly basis
  • Ensure all lifting machinery and equipment is inspected at the specified intervals and records are on file
  • Ensure that all required certificates are on file for DB Boards, compressors, suspended platforms and loading platforms
  • Ensure all applicable safety signs and notices are prominently displayed on site
  • Injury on Duty

  • In the case of a medical injury on site, the employer’s report of an accident must be completed and must accompany the injured employee to hospital. The original documentation must be sent to the HR Department for settling the claim within 24 hours of the accident occurring
  • In the event of a reportable injury, notify the Department of Labour and if required, the police to inform them of the accident
  • In the event of a fatality, notify the Managing Director immediately
  • Conduct all accident and incident investigations and submit findings to management
  • Ensure statistics are maintained on site regarding accidents, injuries, manhours and lost time. Copies of which are to be forwarded to the Project Manager or SHEQ Manager monthly
  • Assist, advice and enforce Health and Safety issues related to the contract
  • Assist the Project Manager in compiling the Site Health and Safety Plan.
  • Assist with documenting and establishment of the Fall Protection Plan
  • Ensure that management is advised immediately of any occurrences that may expose the Company to prosecution
  • Attend monthly safety meetings and prepare minutes of meetings. Ensure that all deviations mentioned in the meeting are rectified and corrected.
  • Daily, through toolbox talks, identify and evaluate the risks to which employees may be exposed to and where required, update the applicable risk assessments
  • Ensure that risk assessments and fall protection plan methodologies are communicated to the applicable employees
  • Ensure all employees, members of the professional team and visitors are inducted prior to starting work on site and maintain the relevant records
  • Conduct or have conducted and recorded, a base line risk assessment and the suitable controls to be implemented for site activities
  • Ensure that the following high risk activities: excavations, scaffolding, formwork and support work, steelwork erection, lifting operations, including machinery and lifting tackle, portable electrical tools, compressors and where construction vehicles and mobile plant are in use are being carried out in a safe manner and immediately bring to management’s attention any serious deviations that may have been observed
  • Ensure that emergency drills are carried out as the project progresses
  • Ensure that any person who is suspected of being under the influence of intoxicating substances is not allowed on site
  • Ensure that only authorised persons enter the site by issuing each employee with an access card or other agreed means of identifying persons authorised to be on site
  • Ensure no illegal immigrants are employed on the contract by ensuring an ID book /passport/ work permit is presented prior to carrying out inductions.
  • Ensure no vehicle enters the site without a work permit. All other vehicles to sign in and random searching to be carried out by the security company (if appointed) to prevent theft
  • Ensure all health and safety representatives conduct monthly inspections of their allocated areas
  • Ensure that toolbox talks are carried out by the company and contractors at time frames as required by the Health and Safety plan
  • To execute any other tasks and activities as required from time to time by the SHEQ Manager, Project Manager or responsible Director.
